Specialty Teams
The Mahoning Valley Crisis Response Team (CRT), is a multi-agency, special weapons and tactics (SWAT) team serving Mahoning and Trumbull County, Ohio. Established in 2003, the CRT is made up of specially trained local law enforcement officers from the two counties. Positions within the CRT include tactical operators, hostage negotiators, and other related support roles.
Combining resources, the CRT saves participating communities’ substantial capital investments and provides their community members with a robust, professional, and highly trained SWAT team should the expertise be needed. The team is available all year, every day, and at any hour.
The Trumbull County Sheriff's Office is dedicated to the prevention and prosecution of child abuse, neglect, abandonment, and exploitation of children. A liaison deputy is assigned to work side-by-side with Trumbull County Children Services to investigate complaints and is the primary investigator of any complaint made to their agency.
The liaison deputy provides the immediate response with Children Services when a child's safety is in jeopardy, while also providing security to the agency's grounds. As a member of the Trumbull County Child Assault Protection Unit (CAP), the liaison deputy works with other local law enforcement agencies, courts, and the prosecutor's office to ensure perpetrators of child abuse and neglect are brought to justice.
In May 2018, the Trumbull County Sheriff’s Office (TCSO), in conjunction with the Trumbull Action Group (TAG) Drug Task Force, partnered with the Drug Enforcement Administration (DEA) Youngstown Resident Office. This partnership was established to identify, target, investigate, disrupt, and dismantle drug traffickers and drug trafficking organizations in Northeast Ohio. TCSO, TAG, and DEA, have investigated and continue to investigate high-level drug trafficking organizations, that import and sell illegal narcotics in Trumbull County and surrounding areas. These investigations have led to numerous drug seizures, arrests, and the forfeiture of drug proceeds.
This partnership has paid off tremendously by giving the Sheriff’s Office and TAG additional resources to combat drugs in Trumbull County with access to additional manpower and equipment. The team also is a part of the Asset Forfeiture Program, which affords the utilization of forfeited drug proceeds to purchase state-of-the-art equipment to continue to fight the war on drugs that has purged our country.
The mission of the TCSO Detective Unit is to provide criminal investigative support to victims of crime by conducting timely and thorough investigations. Detectives are trained in all aspects of criminal investigation, including sex crimes, death scene investigation, child abuse, and theft offenses.
The Trumbull County Sheriff’s Office Dive Team consists of certified Scuba divers that have received training in underwater search and recovery, as well as other specialized training skills. The dive team responds with trained personnel and specialized equipment to water-related incidents to save human life, providing underwater recovery of drowning victims or accident victims in the water, and recovering property to be processed as evidence in a criminal investigation.
The mission of the Trumbull County Sheriff’s Office Unmanned Aircraft System (Drone) program is to provide airborne support to emergency operations with infrared temperature detection. The Drone program assist first responders with locating missing persons, search and rescue, Entry team assistance, surveillance, and evidence recovery. Drones are equipped with infrared cameras, high-volume speakers, and GPS mapping. Pilots also use Drones for aerial views of location Marijuana fields. The Drone team has five Licensed Federal Aviation Administration (FAA 107) Pilots.
The mission of the Trumbull County Sheriff’s Office Entry Team is to utilize specialized tactics, training, and equipment to execute various search and arrest warrants. These actions of a professionally trained team, maximize safety to the community, and law enforcement personnel.
The FBI Mahoning Valley Violent Crimes Task Force (MVVCTF), is a multi-agency Federal, State, and local law enforcement task force sponsored by the FBI Safe Street Gang Unit. The MVVCTF focuses on investigations targeting persons and organizations involved in violent criminal street gangs, drug trafficking, and other violent criminal offenses in the Northern District of Ohio. “The FBI has access to the latest in investigative techniques and technology. Working cooperatively together, this partnership will be an investment in the future,” Sheriff Paul S. Monroe said.
TAG’s Interdiction Team Mission statement is to improve the health and safety of the communities by eliminating the primary flow of illicit drugs and reduce crimes associated with drug usage in and through Trumbull County with the assistance of K9 teams, local, state and federal agencies.
The Trumbull County Sheriff’s Marine Patrol consists of a trained team, who responds to all search and rescue (SAR), and water-related assistance calls. The Marine Patrol conducts investigations of boating accidents, and thefts of boats and equipment. The Marine Patrol provides a clear understanding of watercraft laws, complications, and hazards, while promoting water safety to all.
The Marine Patrol Deputies complete the Ohio Boating Education and Ohio Basic Marine Patrol Training requirement courses. They are also certified in Cardiopulmonary Resuscitation (CPR) and basic first aid training. The schedule of the Marine Patrol is consistent with local boating traffic, maximizing patrol efforts with the heaviest boating traffic and water activity. Eighty percent (80%) of all Marine Patrol hours occur on boat patrol. The remainder of all marine patrol hours are spent at the ramps, docks, or marinas, conducting vessel safety inspections, or other marine patrol-related duties.
The Trumbull County Sheriff’s Office Mounted Unit is comprised of deputies and volunteers. The Mounted Unit attends annual training consisting of cavalry drill formations, obstacle course and crowd management. Horse and rider learn to perform as a team, demonstrating the skills necessary to negotiate various situations.
The Mounted Unit assists the Sheriff’s Office in public relations. Deputies assist in community policing, event patrols, crowd management, as well as search, rescue, and recovery. Volunteer members are only permitted to participate in non-law enforcement activities such as parades, show and tells, and the local fair.

The Mission of the Sex Offender Registration & Notification (SORN) Division is to register all
convicted Sex Offenders, arsonists, and Violent Offenders through the OffenderWatch
Network. The SORN division performs in person verifications and enforces living restrictions as
required by state statutes. SORN provides complete, accurate, and comprehensive offender
records, verification histories, and investigative notes, all of that can be presented as evidence
in court. SORN notifies all qualifying residences living in or near neighborhoods of sex offenders
with notification requirements.

Trumbull Action Group (TAG), is Trumbull County’s only drug task force. TAG’s mission is to investigate, arrest, dismantle, and successfully prosecute all narcotics trafficking organizations involved in the manufacturing, transportation, distribution, selling, and use of illegal drugs in Trumbull County. The results of investigative efforts are proven with TAG seizing illegal drugs, cash, and other assets associated with illegal drug trafficking organizations. Our vision is to develop and maintain a professional K9 program to provide many different services to our residents in Trumbull County. We provide educational demonstrations in the schools, promote awareness in our community, search for articles and missing persons, tracking of violent felons, and increase drug enforcement and detection throughout the county.
